If you want a basin of water one day and a bath the next and you heat it by immersion you buy a cylinder with a high level immersion and a low level immersion at the bottom. Turn on the appropriate immersion.
Youre problem is your cylinder is scaled up.

Would I use a block of wood or something compliant like a block of hard rubber - pencil eraser? I could squash an eraser and measure the force required to choose one with a suitable range. I would have to use it against a wall bracket though, as things get moved ...

The results are in, and it works!
One small proviso; when the tank heats up, the pressure increases slightly and that causes the tank to expand too. Once a tap is run for a few seconds, the pressure drops to normal and it is fine after that

Good points and if I can get it to nearest 5% I’ll be happy. It is always 100% first thing in the morning, so can zero any offsets there
