The chap I used to know who did the valve matching for Colomore said exactly the same about the Chinease 845's and 211's of that period (about 8 years ago and longer). He also said the same, it was the attachment of the pins to the graphite which caused the poor quality. He said that when you plugged them into the tester you could even see little arcs where the poor contact was.
Whatever you say about the GM70 it doesn't suffer from this poor production quality. Neither do the Western world versions of the 211 or 845. The Chinease have managed to make better quality 2a3's etc and maybe the more expensive 845's and 211's are also made to the required standard. It would cost money to find out; I would rather spend mine in Russia where production quality has proved on the whole very good.

My RU81's weren't very well packaged and have a decidedly left in the shed for 50 years to corrode look about them, and a most certainly not NOS. But the filaments are intact and they are cheap, so hey ho.
