I've bought from a few Russia/Ukraine/Bulgaria sellers without any problems.
This one communicates in good English, and sent me nice tubes that were well packed and really look like new.
Some i had in the past, looked a bit like they'd been hanging around on a bench for a few decades. Grubby pins etc.
