I have backed off the current to about 6mA 2.45v/373R= 0.006mA
Also would there be any benefit in adding a 220uf with 0.1uf bypass caps on the power +/-rails of the buffer

Yep The Device manager Code is east to fix I just uninstall the problem device and reboot that then fixes the error and loads the usb hard drive again and all is fine for a time and then windows 7 disconnects and reconnects the offending usb Hard drives with the windows usd audio tone AS this is hap...

On that diagram the centre tap is at 0v because it uses a valve full wave rectifier. Not sure why it's got 2 extra diodes though. Thinking about it, it is a hybrid bridge, so perhaps the centre tap is NOT grounded, just left as 0v. That psu is custom so you can switch to use valve or ss I will just...
